Steel City has a solid industrial foundation for the development of advanced manufacturing industry. However, it is urgent to accelerate the transformation of old and new driving forces.        The general idea is:

       First, based on the "have a new". Focusing on the transformation and upgrading of the iron and steel industry, with the direction of quality, high-end and cluster development, we will make every effort to promote the optimization and upgrading project of the new and old driving force conversion system of Shansteel Co., LTD., and rely on enterprises such as Fine Steel Industry Research Institute and Jinlei Wind Power Co., LTD., to promote the extension of the iron and steel industry chain, build "100 billion" fine steel industry cluster, so as to revitalize the traditional steel industry.

       Second, we will focus on making new China special. To give full play to the technology and platform advantages of Laisteel Group, Lu Bilu Jian, Zhou Xuhong Academician Workstation, etc., accelerate the development of steel structure prefabricated construction industry, and strive to build "100 billion level" prefabricated construction industry cluster through several years of efforts. At the same time, based on the industrial resource endowment of Steel city, vigorously develop auto parts, intelligent manufacturing, new materials, new energy, energy conservation and environmental protection and other industries.

       Third, create something out of nothing. The key is to advance the layout of hydrogen energy industry. Gangcheng District has set up a leading group and a task force to promote the hydrogen energy industry together with Shandong Heavy Industry Group and Laiwu Branch of Shan Steel Co., LTD., and started the design and demonstration work of hydrogenation station and hydrogen rail transit demonstration line.

       The overall support is:

       First, policy support. A series of policies and measures have been formulated, including the Implementation Opinions on Accelerating the Construction of Strong Industrial Zones and 33 Opinions on Supporting and Encouraging the Accelerated Development of Industrial Enterprises, to encourage the development of enterprises.

       Second, innovation supports. A scientific innovation center has been planned and built to serve the development of key scientific research institutions such as "Shandong Fine Steel Industry Research Institute" and maximize the concentration of high-end innovation resources.

       Third, talent support. We will carry out three major projects of "talent introduction, talent cultivation and platform construction", improve the "four-in-one" service system, and strive to create a talent highland with regional driving force.

       Fourth, the carrier support. We will deepen the reform of the "management committee + company" operating mechanism in development zones, and accelerate the transformation of industrial parks into modern industrial parks.

       Fifth, integration support. We will deepen the integration of the Internet, big data, artificial intelligence and the real economy, and foster major forces that create new growth drivers.
