Reporters from the provincial Department of
Housing and Urban-Rural Development learned that recently Shandong Province for the first
time launched the provincial construction project quality and safety auxiliary inspection.
After public bidding, the office identified a professional organization to purchase its
auxiliary inspection services. On September 13, six teams of 30 experts went to relevant
cities and counties to carry out the first round of inspections, which lasted seven to nine
days.
The auxiliary inspection will be conducted in
multiple rounds from mid-September to mid-December. The auxiliary inspection projects shall
be randomly selected from the housing construction projects under construction in each city
and its counties, and the proportion of random inspection shall not be less than 5% of the
total housing construction projects under construction in the province.
"In previous provincial inspections, we mostly
recruited experts from municipal departments. The regulatory forces of the cities are also
very nervous, and can be allocated for three or two days, a long time to delay the local
work. Entrusting a special third-party agency to let professional people do professional
work will help the investigation to be professional, detailed and objective. It can also
alleviate the problem of insufficient regulatory power, carry out in-depth investigation and
analysis of the situation, and improve the regulatory effect." Provincial housing and
urban-rural development Department responsible person told reporters.
The content of the auxiliary inspection includes
the quality of the construction entity, the safety of the construction site, the safe
operation of the construction lifting machinery, the quality and safety behavior of the
project. The auxiliary inspection adopts the "four no two straight" method of "no notice, no
greeting, no report, no accompanying reception, straight to the grassroots, straight into
the scene". The inspected items will be selected from the housing construction projects
under construction in the cities and counties through random models, or determined by random
"sweeping the road". The whole process of auxiliary inspection shall be recorded by audio
and video recording, and the results shall not be directly fed back to the inspected units.
The Housing and Urban-Rural Development Department shall issue a notice of rectification and
treatment of problems found to the competent departments of cities divided into districts.
For major hidden problems of quality and safety found in the auxiliary inspection, the
department will inform the competent departments of cities divided into districts to
organize suspension and rectification.
